In early 2017, Gou Zhongwen made it clear, "The reform is imperative", and he launched a series of reform measures. 2018 is the 40th anniversary of the reform and opening-up, the 10th anniversary of Beijing Summer Olympics and the first year of the winter Olympics in Beijing and Zhangjiakou after the winter Olympics in Pyeongchang and it is also the time for the final sprint to reach the development goal of 3 trillion in 2020. Therefore, in 2018, China's sports industry will fully enter the new era.

The 19th National Congress of the Communist Party of China is a historic congress held in the decisive stage of the comprehensive well-off society and the key period of the development of socialism with Chinese characteristics. Secretary-General Xi Jinping has always attached great importance to the work of sports, and has made important instructions and speeches on sports for many times. In particular, since the 18th National Congress, according to incomplete statistics, he has made a total of 120 important instructions on sports, 15 important speeches and discourses and 5 times to receive sports workers. Secretary-General Xi Jinping made the strategic decision to bid for the 2022 Winter Olympic Games, and actively promoted the successful bid of Beijing. According to statistics, from January to September 2017, Secretary-General Xi Jinping made 35 important discourses on sports on important diplomatic occasions, including 2 times to meet athletes and watch games with relevant national leaders, 4 times to witness cooperation agreements on sports exchanges signed with relevant countries and 5 times to meet with leaders of important International sports organizations.
In February, when the Secretary-General inspected the preparation of Beijing Winter Olympics in the Capital Gymnasium, he had a cordial conversation with athletes and coaches and pointed out that, "Strong youths lead to a strong country and strong sports leads to a strong China". This is not only a great encouragement to the sports cause but also a heavy political entrust. In his report at the 19th National Congress, Secretary-General Xi Jinping pointed out, "Fitness activities should be held nationwide to accelerate the development of sports power and prepare for the Beijing Olympic Games and Winter Paralympic Games." This is a mobilization order and a calling from the Secretary-General. The General Administration of Sport of China will lead the national sports system to fully implement the national fitness strategy and constantly improve the people's health level to train builders, defenders and successors for the country; lead the national sports system to speed up the development of sports power and make the sports for masses more close to people, deeper and more popular; make the competitive sports better, faster, higher and stronger to make the country more proud of them; enlarge the sports industry to make more abundant products and constantly meet the people's growing needs for sports and the people's yearning for a better life; lead the national sports system to do a good job in Beijing Olympic Games and Winter Paralympic Games. According to the important instruction of the Secretary-General-"Excellent job in holding competitions and excellent job in performance in competitions”, we should grow our advantages, compensate for our shortcomings and comprehensively improve our competition abilities to hold a "splendid, extraordinary and remarkable" Olympic event in the important period when the Two Centenary Goals meet together to meet the expectations of the era and of the Secretary-General.
